With drastically increasing levels of pollution and traffic in NCR, government bodies made a new law to scrap End-of-Life (ELV) vehicles as they are a prominent cause of pollution. So if your car is over 15 years old (10 years for diesel) then you must scrap your car.
You can choose to:
● Scrap your ELV with a registered scrapping company
● Sell to dealers / buyers outside NCR (This is illegal and highly risky)
● Dispose with black market dealers in Mayapuri, Meerut, Jhajjar etc. .
There is no organized, professional automobile recycling industry in India. Small mom and pop shops in places Mayapuri, Meerut and Hisar etc. buy ELV’s and scrap them in a highly inefficient and polluting manner. We follow international standards of clean automobile recycling. After ensuring legal compliance (chalan checks, RC deregistration), we follow a customized procedure to ensure clean, safe and non-polluting disposal of the ELV. The ELV’s go through the following steps:- 1. De-pollution: Battery, liquids (engine oil, fuel, coolant etc.) and gasses (AC Freon gas) are removed and collected in separate containers
- 2. Dismantling: Reusable parts are removed and properly catalogued after a quality check
- 3. Scrapping: Remaining unusable parts are cut and shred into pieces and segregated by material (rubber, plastic, steel, fabric etc.)
- 4. Scrap material is sent to factories as raw material for the production of new products like steel, rubber, plastics etc.
- 5. Liquid is sent to refineries where they are refined and reused thus ensuring minimum waste
- 1. ELV owner needs to inform RTO (via written letter) that he/she is scrapping their ELV.
- 2. Owner must surrender the original RC, along with cut out of the vehicle chassis number and a letter from the recycling company to the RTO.
- 3. Affidavit by the Vehicle owner must be deposited with the application for scrap & de-registration. Affidavit must mention that the vehicle is free from all sort of lien / mortgage / charge / theft case / insurance claims / third party claims or any pending case in any court.
- 4. RTO verifies the documents and processes the same after getting due diligence reports for the concerned vehicle from NCRB (National Crime Records Bureau) and Traffic police.
- 5. If case the report is satisfactory, the vehicle is de-registered from the record of the RTO.

Currently, you cannot get an NOC to sell your car anywhere. Thus selling your ELV would be an illegal act. But still, there are buyers and dealers who will buy your ELV without paperwork and also give you an attractive price and a “letter of sale”. We strongly recommend against doing this. The Supreme Court of India stated that a Sale Letter is NOT legal proof of vehicle transfer. In case your ELV is involved in an accident or crime, you will be held responsible as you are still the legal owner of the vehicle.
