  • ELV owner needs to make an application on the Ministry of Road, Transport and Highway (MoRTH) website
  • After application is complete, only then the car can be handed over to a Registered Vehicle Scrapping Facilities (RVSF)

Legal Compliance: The Government of India rolled out the Vehicle Scrappage Policy in 2021 to replace old and unfit cars. In Delhi, petrol cars have a 15-year life and diesel cars 20 years.

For 45 years there was no organized recycling industry in India. In January 2023, the government launched an online portal and licensed Registered Vehicle Recycling Facilities (RVSFs) to recycle cars in a clean and organized way. No. Since 2023, only Registered Vehicle Scrapping Facilities (RVSF) can cancel RCs via the MoRTH portal. RCs are automatically deregistered when the car crosses legal age, but cancellation only happens after scrapping through an RVSF.
We make an application on the MoRTH portal before collecting your car. At pickup, you receive the Certificate of Deposit (CoD) issued by MoRTH. Once the CoD is issued, the RVSF is legally liable — they cannot sell the car or their license gets revoked. The process is fully transparent on the MoRTH portal.
You can, but only after getting a NOC and transferring the RC to the buyer's name. Without this, you remain legally liable. Due to oversupply of used cars in Delhi NCR, prices have dropped — scrapping is usually more cost-effective than reselling outside NCR.
