Legal Compliance: With drastically increasing levels of pollution and traffic in India and especially in cities like Delhi NCR, the Government of India rolled out the Vehicle Scrappage Policy in 2021 with the objective to replace old and unfit cars. In Delhi, the life of petrol cars is 15 years and 20 years for diesel cars. So if your car exceeds this criteria then you must scrap your car or else it can get impounded and sent to the scrap yard.

Pollution Control: Older vehicles tend to emit more pollutants due to outdated technology and wear and tear. Scrapping older vehicles helps reduce air pollution and improve air quality, especially in urban areas.

Fuel Efficiency: Newer vehicles (BS 6, BS 5 etc.) are generally more fuel-efficient due to advancements in technology. Scrapping old, fuel-inefficient cars can contribute to reduced fuel consumption and lower carbon footprints and also reduce fuel import costs thus preserving India’s foreign exchange reserves.

Space and Road Management: In India, it is common to see old cars parked or abandoned on the side of the road in public areas. Scrapping old, unused vehicles helps in better management of parking spaces and reduces the clutter of abandoned cars on streets and in parking lots.

Material Recovery: Scrapping vehicles allows for the recycling of materials like steel, plastic, and rubber, contributing to resource recovery and reducing the need for new raw materials.

Currently you can choose to:

• Scrap your ELV with a Registered Vehicle Scrapping Facility (RVSF) - This is the safest and best option. ScrapMyCar auctions your car among all the RVSF’s to get you the best price and handles RC Cancellation amongst other documentation and government applications thus providing you complete Peace-of-mind. This is the only legal option to scrap your car.

• Sell to dealers / buyers outside NCR - This is illegal and highly risky. Avoid this at all costs. Many car owners have sold their cars to these dealers only to get into legal troubles later as these cars are legally still in their name. So if there is an accident or crime involving their cars they are legally liable for it. Choose this option only if you have transferred the name on the RC to the new owner's name.

• Dispose with black market scrappers - While they may scrap your car, legally the car is still your responsibility. Do not give your car to them unless they are willing to cut it in front of you. Many of these scrappers usually resell the entire car to get better profits. So be very careful when doing so.

• Trade/exchange your car - If you plan on buying a new car, then you can exchange your car for a new car with the showroom. Be careful because in this case also the car is still legally in your name. So ensure the showroom gives your car to a RVSF and gives you a Certificate of Deposit.

For the past 45 years there was no organized, professional automobile recycling industry in India. Small mom and pop shops in places like Delhi's Mayapuri, UP’s Meerut and Hisar, Palanpur etc. used to buy ELV’s and scrap them in a highly inefficient and polluting manner.

In a bid to create an organized recycling sector, in January 2023, the government of India launched an online portal for car scrapping and issued licenses to few companies to scrap cars. These companies, called Registered Vehicle Recycling Facilities (RVSF’s), are required to recycle cars in a clean and organized way. Several RVSF’s have been set up across the country and many more are expected.

No. Prior to the launch of the Vehicle Scrapping Policy by MoRTH in 2023, Registration Certificates (RC) could be canceled by individuals via the RTO; however, from now on, only Registered Vehicle Scrapping facilities (RVSF) are authorized to cancel the RC. MoRTH has set up a portal to cancel RC’s and only RVSF are authorized to use it.

RC’s are automatically deregistered by MoRTH once the car crosses the legal age (or vehicle fitness expired) even if the car is not scrapped. But a RC only gets canceled after the car is scrapped through an RVSF. So if the RC status is “deregistered” but the car is still in use then full liability lies with the owner as it is their responsibility to legally scrap the car and cancel the RC.

ScrapMyCar strictly follows the legal car scrapping process laid out by the Ministry of Road transport and Highways (MoRTH). Before we collect your car, we make an application on the MoRTH car scrapping portal on your behalf. In the application the name of the RVSF that will scrap your car is clearly mentioned. This application on the MoRTH portal is the first step in the RC cancellation process. Only after the application is complete will we arrange for your car to be picked. At the time of pickup, we provide you the Certificate of Deposit (CoD) which is issued by MoRTH. Once the application is made and the car is picked and you receive the CoD, the RVSF is legally liable for the car. The RVSF cannot sell the car now as they will be held liable and their business license will get canceled.

After the RVSF brings the car to their yard and scraps it, they are required to upload images of the chassis and RC onto the MoRTH portal and apply for RC Cancellation. RC Cancellation is the sole responsibility of the RVSF and if they fail to do it they will get penalized and their license revoked. So you have nothing to worry about. Once you receive the CoD you are assured that your car will only be scrapped and your RC will be canceled. The process is transparent and you can view your car scrapping documents i.e. Certificate of Deposit and Certificate of Vehicle Scrapping on the portal of MoRTH.

You can sell your ELV outside NCR but ONLY sell it after getting a NOC from your relevant RTO (Please note that as per the new law the NOC can only be obtained for vehicles with a valid fitness )and ensure the owner's name on the RC is transferred to the new owners name. If you sell your car without NOC and name change then legally the car still belongs to you. So if your car is involved in an accident or crime then you will be held legally responsible. So never sell your car without transferring the RC to the new owner.

Currently, because of the large number of available used cars for sale in Delhi NCR, prices for these cars have gone down. So selling cars outside NCR is no longer a financially attractive option. Considering taxes and transport, it is mostly better and more cost effective to scrap than resell your car outside NCR.
