Options to dispose of (ELV)
So you have an ELV, want to get rid of it, but don't know what your options are? You came to the right place.
After reading this article you will know what to do!
Let's start by identifying what an ELV is.
An ELV or 'End Of Life Vehicle' is a vehicle that has finished its useful life either by crossing a certain age or by accidental damage, and thus is not allowed to run on public roads anymore.
In Delhi NCR, all petrol cars above 15 years and diesel cars above 10 years are ELV. These cars can not be sold to anyone, as their RC cannot be transferred post-expiry. These measures were put in place because of the drastically increasing pollution levels in Delhi, now the most polluted city in the world.
So what do you do with your ELV? While there is only one legal option, we will discuss all options in detail.
This is an option few have chosen irresponsibly.
They try to avoid potential police checkpoints and believe that even if they get caught 'Tu jaanta nahin mera baap kaun hain' will magically let them off.
The fines are pretty heavy when you get caught. Be responsible and don't take this unnecesary risk - it is not worth it.
Not only is this illegal, it is also the most dangerous option, as your car's RC cannot be transferred to another person post expiry!
So even if you sold your car, legally you are still the owner. This means that if your car is involved in an accident or any criminal activity, you will get arrested!
There is no escaping this!
A car owner in Delhi sold his Maruti 800 to an out-of-state dealer for a much higher price than what we offered. Six (6) months later, police came to his house and arrested him because his car was in a hit-and-run accident in Bihar in which a pedestrian was killed. The car owner showed the police all the documents but it did not matter, the car was still in his name. The car owner had to pay a huge amount to the pedestrian's family and last we heard, the case is still pending.
Unsurprisingly, this option is usually the most attractive since you get the highest price for your car, oftentimes it can be more than double the scrap value of the car. The dealer/buyer will entice you and promise you an affidavit, sale letter, ID proof, photo of his girlfriend, 10 kg atta, Bata chappals and anything else you want. But the fact is that the car is and always will be in your name. There is no way to change that. So please do NOT choose this option.
Up until 2019, this was the only option to scrap a car, as there were no authorized car scrappers. Black market scrappers give you a letter stating they are buying your car and will only scrap it. They offer to send you photos and videos as well. But the black market comes with its own perils. Many times, well functioning and in-demand cars are sold off to dealers in other states. By now you know what that means! The only difference is that the scrapper would usually cut out the chassis plate from the car. While this seems less risky, it is dangerous nonetheless as police have their ways of identifying the owner.
We know someone in Gurgaon who sold his VW to a black market scrapper for a handsome price. Three (3) Months later, Punjab Police came to his house to arrest him as his car was confiscated in a drug deal. Luckily he knew a few prominent people who vouched for him and so was able to avoid arrest. But not everyone has connections in high places. So stay away from this option!
As you can guess, this is the safest and most stress-free option as well as the one that we recommend.
Selling your car to an authorized recycling company ensures that your car is indeed scrapped (not resold) and is also processed in the most environmental-friendly manner.
Authorized recyclers are required by law to scrap cars in a clean process ensuring that no contaminants seep into the earth and polluting components like the engine and exhaust system are not resold into the used car parts market.
So if peace of mind, safety or the environment are your main priorities, make sure to sell your car to an authorized recycler! This is the only option that guarantees your car is scrapped and not reused in another state or in some illicit activity.
Not only is this the safest option from a legal perspective but it is also the most responsible one from an environmental perspective!
